TCRTA BY-LAWS 2002
Article I - Name of the
organization shall be: Tri-County Rifle
Team Association (T.C.R.T.A.).
Article II - Purpose: the purpose
of this organization shall be the
encouragement of rifle competition among area rifle clubs
accepted for membership within the organization.
Article III: section 1 - member
teams of this association shall be:
Fort
Edward Rifle Club
Moreau
Rod & Gun Club
section 2 -
additional teams are welcome to apply for membership. Application shall be made to the secretary of
the Association who shall present the application
to the assembled delegates at the meeting preceding the start of the
competitive season. Teams may be added
to Section 1 of this article without
recourse to formal by-law procedures.
section 3 -
action on an application shall be by secret ballot. Delegates from the new
member team may vote in subsequent meetings of the Association.
Article IV - Annual dues for the member teams shall be $7.00. Dues are payable at the fall meeting. Additional assessments may be made by
agreement of the delegates.
Article V - Meetings: Section 1 - The Annual Meeting of the
Association shall be on the first Thursday following the Annual Banquet.
Section 2 - The Annual Fall Meeting shall be
held on the last Thursday in September, at a place selected by
the Association President.
Section 3 - Special Meetings may be called by
the President at any time he deems it necessary.
Section 4 - The TCRTA Secretary shall mail a
notice of all meetings together
with a statement of the agenda to the secretary of all member clubs and the Association
Officers at least one week in advance of the said meeting.
Section
5 - a. Each member team shall sent two
delegates to all Association meetings.
b. Proxy - if only one delegate from a member team can not attend a meeting, the delegate present may
cast a proxy vote for his absent fellow delegate, providing that he or she
presents a statement signed by the absent delegate or club officer authorizing
him or her to do so.
Section 6 -
All meetings of the Association shall be conducted according to the Roberts Rules of Order.
Article VI - the officers of the Association shall be:
a. The President
b. The Vice-president
c. The Secretary-Treasurer
d. The
They
shall be elected by a majority vote by ballot at the Annual meeting of the Association. They shall be elected for a term of one year.
Article VII - Duties of Officers:
a. The President shall preside at all meetings
of the Association and the Executive Committee and shall perform all other
duties of the office, and be an ex-officio member of all committees.
b. The vice-president shall conduct the duties
of the President in his absence, or at his request.
c. The Secretary-Treasurer shall conduct all
official correspondence of the Association,
collect all dues, pay all bills, have charge
of all cash for the Association and shall keep the minutes of all meetings
of the Association.
d. The Range officer shall settle all disputes
over the scoring of targets. He/She
shall rule on any disagreement connected with the firing of any scheduled TCRTA
match. He/She shall make up the schedule
for the ensuing year.
Article VIII - The Officers of the Association shall constitute the
Executive Committee.
This committee may submit recommendations for changes or revisions of
Match rules at each fall Meeting. Such meeting shall be presided over by the
President and shall be informed of in the same manner as other TCRTA meetings.
Article IX - a. The Secretary-Treasurer shall receive $150.00
at the end of the league season.
b.
The Publicist shall receive $50.00 at the end of the league season.
Article X - Regulations to
govern competition under the sanction of this Association shall be established by the Club Delegates.
Article XI - These by-laws may be amended by a 2/3 majority vote of the
delegates at any two (2) successive meetings of the Association provided
the amendment is printed and circulated
with the notice of the meeting.
